Can tourists fish in Japan without a licence?
Depends
Depends on the water. No national sea licence is listed; visitors are limited to small-scale methods, and cooperative rivers need a day permit.
Short answer
Depends on the water. No national sea-fishing licence is listed, but the Fisheries Agency limits foreign visitors to small-scale recreational fishing, and rivers run by fishery cooperatives need a day permit. Free waters need none.
Why
The agency limits foreign nationals to “minor scale” catching, and permanent residents are exempt. Bag, size and species limits are not on the agency page. Prefectures and local sea-area rules set them.
What does the Fisheries Agency allow visitors?
- Rod or handline, landing net, spear, clam rake: from shore, or from a boat under 3 gross tons.
- Cast net: shore only, never from a boat.
- Boats of 3 gross tons or more: only a Japanese vessel under a Japanese fisher, which is how shared charters work.
- Penalty on the agency flyer, as reported: up to 3 years in prison or $193,550 (¥30 million), or both.
Do rivers and lakes need a permit?
Waters managed by a fishery cooperative (gyokyo) need a day permit, about $6 to $16 (¥1,000 to ¥2,500) on one guide’s figures. Waters nobody manages need none, and one secondary source says many exist in Hokkaido. Species, size, season and gear rules still apply. JNTO says tenkara needs a permit too.
What to do instead
- Book a shared charter, which the agency recommends, or a guided river day. Ask whether the permit is included.
- Ask a local tackle shop about day permits. Some are sold in shops and convenience stores (to verify).
Conditions
- Avoid set nets and port restricted areas, and take your rubbish home.
- Check local rules for every new water.
- Dollar figures use about ¥155 to US$1 and are rounded; you pay in yen, so check the rate.
To verify Shore rules and permit prices differ by prefecture and are not confirmed for each region.
Before you go Ask the fishing cooperative first.
Quick answers
Do I need a permit to fish from the shore?
No national permit is listed for small-scale sea fishing from shore. Bag, size and species limits are set locally, so ask the local government or an operator before you cast.
Does a fishing charter include the permit?
Shared charters run on Japanese vessels under Japanese fishers, the route the Fisheries Agency describes and recommends. Ask the operator what is included.
